Does your thesis put forward any evidence to show that allowing this will somehow be profitable for the state of California? If not, i would suggest looking heavily into that aspect.Laws usually don't get changed without incentive, and if you can pitch this as a way for Cali to make money, someone is more likely to sponsor it. Maybe an "exemeption fee" or a "special inspection fee" that would help employ inspectors. Or proving that getting these things on the road again does something...frees up other money that can go into more important parts of the economy... But if all you establish is that this would be a rational policy, odds are everyone will say they're too busy to do that, and it costs too much to change the laws.

You might have to look into not only state laws but federal laws and if your state is a sovereignty state as well. Many aspects to getting laws pass. I agree with Red as well. There has to be an incentive. Taxes as well. Mike

Actually yes, the state would get a large amount of revenue from this. The proposed test would cost more to allow cars that were previously illegal become legal. Also, the state would capture some several million dollars worth of under the table bribes that are being paid now. The report is 42 pages, I'll publish it soon.

"Actually yes, the state would get a large amount of revenue from this." Be careful what you wish for. When states go about justifying the costs of new programs, they can wind up with some incredible figures. Depending on who you ask (AAA or a car dealer or an Institute) is costs something between 20c and a buck per mile for you to operate your car. They can't all be right, or wrong. The difference is in how they are allocating costs. So the State might say, ok, that's a quarter million to develop the new training program, and a thousand bucks per tech to certify them, and twenty mil a year to keep the program headquarters up and staffed, even if that's just a desk occupying real estate in a DMV office...and wind up charging $5000 per "certification". Which still might be a bargain. Or they might say, the program could being in only so many bucks per year, less than the cost of administering it, forget about it. Easier for the politicians if you can give them a list of numbers and say "Sign here sir" without disturbing them.

I will post a link to the study at some point. Nothing is finalized, this is of course just a study to look at the feasibility of such a program. I'd like to hear your input after you take a look at it though!

DO IT! If nothing else it gets you a more intimate relationship with the people... and the process. It gets YOUR face out there...and known by those same people. You might not succeed... but as it is with many things you need the politics, as well as the idea.....
Also...Props out in Cally... there is always the threat(to the bureaucrats) of a referendum... Less logical props have passed in Cally... why not one that actually makes sense....
